In a bowl, combine bran cereal, half cup milk, and raisins; let sit for ten minutes; set aside. Preheat oven to 400. Prepare 12 standard muffin cups with cooking spray; set aside. In a mixing bowl, combine flour, baking soda, cinnamon, and salt. Mix well. Add remaining milk, egg, sour cream, honey, and oil. Stir in cereal mixture. Mix until all is moistened. Divide batter evenly between muffins pans. Bake for 20 minutes, or until toothpick inserted in center comes out clean.
