In a screw-top jar, combine lemon juice, vinegar, water parmesan cheese, mustard, garlic powder, and black pepper. Cover and shake well. Shake before each serving. Serve as a dressing for pre-washed mixed greens. Store in refrigerator for up to one week. Servings are per two tablespoons.
