Preheat oven to 350. Prepare a 13" x 9" pan with cooking spray; set aside. In a mixing bowl, combine brownie mix, water, one egg, and oil. Mix until all is moistened; set aside. Meanwhile, combine cream cheese, margarine, and cornstarch in a mixing bowl. Mix until smooth. Gradually, add sweetened condensed milk, remaining egg, and vanilla extract. Mix well. Pour over brownie batter in the pan. Bake for 40 minutes, or until browned on top. Spread frosting over cooled brownies.
