Preheat oven to 400. Prepare 14 standard muffin pans with cooking spray; set aside. In a mixing bowl, combine flour, cornmeal, sugar, baking powder, salt, eggs, milk, and oil. Mix until all is moistened. Pour batter evenly between prepared pans. Bake for 20 minutes, or until toothpick inserted in center comes out clean.
