Preheat oven to 400. Prepare a 8" square casserole dish with cooking spray; set aside. In a saucepan, cook peppers, onions, and ham until ham is cooked and vegetables are tender. In a mixing bowl, combine potatoes, sauce mix, and boiling water. Add ham mixture and milk. Mix well. Spread into prepared dish. Sprinkle top evenly with cheese and bread crumbs. Bake for 20 minutes, or until lightly browned on top.
