In a large skillet, cook onions until tender. Add beef and heat through. Stir in ketchup, tomato sauce, Worcestershire sauce, mustard, brown sugar, garlic powder, and black pepper. Mix well and heat through. Spoon beef mixture evenly onto bottom of each bun.
