Prepare a 3 1/2-quart cooker with cooking spray. Spread the pie filling over bottom evenly; set aside. In a mixing bowl, combine flour, brown sugar, baking powder, cinnamon, pumpkin pie spice, and baking soda. Mix well. Stir in pumpkin, eggs, and oil. Mix well. Spread evenly over pie filling in cooker. Cover and cook on high for two hours and 20 minutes, or until toothpick inserted in center comes out clean and center is set.
