To prepare crust, combine crumbs, margarine, and sugar in a mixing bowl. Reserve 1/4 cup mixture. Press mixture firmly in a 8 "x 8" glass pie pan. Chill one hour, or until firm. To prepare filling, combine pudding mix and milk in a glass liquid measure; set aside. Dissolve gelatin powder in boiling water. Stir in pudding mixture and oranges. Refrigerate until thickened but not set. Fold in whipped topping. Spoon over crust. Sprinkle with reserved crumb mixture. Refrigerate four hours, or until set.
