Preheat oven to 350. Prepare a 2-quart casserole dish with cooking spray; set aside. In a mixing bowl, combine hash brown potatoes, ham, and cheese; set aside. In a small bowl, combine mayonnaise and milk. Stir into potato mixture. Spread into prepared dish. Sprinkle top with bread crumbs. Bake for 40 minutes, or until heated through.
