Prepare 12 standard muffins pan with cooking spray; set aside. In a mixing bowl, combine flours, sugar, baking powder, baking soda, garlic powder, cheese, and peppers. Mix well. In a liquid measure, combine buttermilk, eggs, and oil. Mix well. Add to dry ingredients until all is moistened. Spoon batter two-thirds full into each muffin pan. Bake for 20 minutes or until a toothpick inserted into the center comes out clean.
