Preheat oven to 350. Prepare a 9"x13" pan with cooking spray; set aside. In a mixing bowl, combine cottage cheese, 1 1/2 cups mozzarella cheese, eggs, pizza seasoning, parsley, salt, garlic powder, and black pepper. Mix well. In another mixing bowl, combine marinara sauce and water. Mix well. Spread one cup of sauce on the bottom of prepared pan. Top with three lasagna noodles. Spread half of the cheese mixture over noodles. Repeat sauce, noodles, and cheese once. Top with remaining noodles and sauce. In a small bowl combine, remaining mozzarella cheese and parmesan cheese. Sprinkle evenly over lasagna in pan. Cover and bake for 45 minutes. Remove foil and bake 15 minutes longer or until noodles are cooked.
