Preheat oven to 350. Prepare two 8" x 4" loaf pans with cooking spray; set aside. In a mixing bowl, combine flour, sugar, baking powder, salt, baking soda, walnuts, and orange peel. Mix well. In another mixing bowl, combine milk, orange juice, oil, and eggs. Add to dry ingredients. Mix until thoroughly combined Pour batter evenly between prepared pans. Bake a hour and half, or until toothpick inserted in center comes out clean.
