Preheat oven to 375. Prepare a 2-quart casserole dish with cooking spray; set aside. In a large saucepan, combine, gravy mix, poultry seasoning, salt, milk, water, and margarine. Bring to a boil over medium heat, stirring frequently. Add turkey and vegetables. Return to a boil. Reduce heat to low an simmer for five minutes. Spread mixture evenly into prepared dish. Top with biscuits. Bake for 15 minutes, or until biscuits are browned on top.
