Preheat oven to 350. Place baking cups in 24 standard muffin cups; set aside. In a mixing bowl, combine cake mix, whipped topping mix, and pumpkin pie spice. Add pumpkin, water, and oil. Mix until all is moistened. Divide batter evenly between muffin cups, filling two-thirds full. Bake for 20 minutes, or until a toothpick inserted in the center comes out clean. Cool completely. Spread frosting evenly over cupcakes and decorate as desired.
