Preheat oven to 350. Prepare a jelly roll pan with cooking spray; set aside. In a mixing bowl, combine cake mix and cocoa powder; set aside. In a two cup liquid measure, combine sour cream, water, eggs and oil. Pour mixture into mixing bowl with dry ingredients. Mix until all is moistened. Bake for 25 minutes, or until toothpick inserted in center comes out clean. Cool. Once cake has cooled, spread frosting evening over top. Sprinkle walnuts evenly over top. Chill several hours before serving.
