Crust:

semisweet chocolate chips, melted
Preheat oven to 350. Prepare a 9"x13" pan with cooking spray; set aside. To prepare crust, combine flour, brown sugar, butter, and oil in a mixing bowl until mixture becomes crumbly. Reserve half cup mixture. Press remaining mixture evenly into pan. To prepare filling, combine cream cheese and sugar until smooth. Add vanilla extract, eggs, evaporated milk, and melted chocolate chips. Mix well. Spread mixture evenly over crust. Sprinkle top with reserved crumb mixture. Bake for 35 minutes, or until center is set.
